Biography

Andrew grew up around municipal government and politics and, from a young age, developed a keen interest in both. He has pursued that interest in municipal governance for almost 30 years through his practice as an advisor to municipalities across southern Ontario.

As part of his broader municipal law practice, Andrew has significant expertise in land use planning matters. He provides advice regarding the preparation and implementation of new Official Plans, as well as amendments to Official Plans and Zoning By-laws. He also represents clients in appeals involving Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision, Site Plan Applications, and Minor Variances. His municipal practice is not limited to land use planning. He also represents clients in Development Charge appeals and environmental matters.

Andrew regularly appears before the Ontario Land Tribunal. He also appears before the Superior Court of Justice, the Divisional Court, and the Ontario Court of Appeal when disputes require judicial determination.

In addition to his municipal practice, Andrew has extensive general litigation experience. He has represented multimillion-dollar corporations in defending against claims arising from a broad range of matters, including a train derailment, a fatal gas explosion, environmental contamination claims, and occupiers’ liability claims.

Andrew is also a member of the Bar of the State of Florida.
